Decision Gate: Stop, Route or Continue Before Your AI Acts

Ask a fixed question, get a probability, let code decide: stop, route to a person, or go on. Tested on 50 support tickets, with no auto-reject.
What you get
- The `gate` package: the gate calls, the policy code that makes the decisions (`decide_stop`, `decide_route`, `decide_label`, `decide_person_facing`), and a deterministic error-text scanner.
- Job configs you can copy: stop gate, scope check, memory check, and a triage/router config (marked not copyable yet, see Known limits).
- The shipped CPU run: `results.csv`, `summary.json`, transcripts of every ungated seeded answer, and charts.
- `make data`, `make cases`, `make sweep`: rebuild the ticket set, rerun the seeded failure cases, and rerun the threshold sweep.
- The threshold sweep: shows how many tickets go to a person as the threshold moves.
- Tests proving there's no auto-reject: there is no reject action in the code at all, and a low score on a person-facing step can only route to a human.
- The README with the pinned environment: pinned requirements, Ollama 0.35.1, CPU only (8 vCPU, 15 GiB RAM), temperature 0, seed 42.
